Meerut VC gets HC rap for not complying with orders

Prayagraj: Allahabad High Court has taken strong exception to conduct of the vice-chancellor of Chaudhary Charan Singh University, Meerut of failing to comply with its earlier directions in a matter concerning recognition of the management committee of Gandhi Smarak Devnagri Mahavidyalaya, Parikshitgarh, Meerut.

The court noted with disapproval that his conduct amounted to violation of the principles of natural justice and a disregard of its binding directions. The court directed the vice-chancellor to file a personal affidavit explaining the basis for passing the impugned order and for not adhering to the court's previous instructions in letter and spirit.

While hearing a writ petition filed by the management committee of Gandhi Smarak Devnagri Uchchatar Madhyamik Vidyalaya, Justice Saral Srivastava observed that despite clear instructions issued on Nov 8, 2024 to provide the petitioner with notice and an opportunity of hearing, the vice-chancellor again rejected the petitioner's objections through an order dated Feb 24, 2025 in a "cursory manner" and without assigning reasons.

In the interim order, the court stayed operation and effect of the orders under challenge dated Sep 20, 2024 and Feb 24, 2025. The court in its order has directed all respondents – state of UP, vice-chancellor, Chaudhary Charan Singh University, Meerut and others four weeks to file counter affidavits (replies), with rejoinder to follow.

The court in its order dated Apr 28 directed to list the matter for hearing on Jul 17. The development underscores the judiciary's emphasis on procedural fairness and accountability in university governance matters.
