Gurgaon: The Urban Local Bodies department has issued notices seeking an explanation from the additional commissioner and the chief sanitary inspector of MCM for their failure to initiate timely tender processes for essential services, including road sweeping, drain cleaning, and bush removal.

On April 18, both officials were given seven days to provide their response regarding the delay. According to the notice, the existing contract for these services in MCM lapsed on Feb 20, 2025. Although a new proposal was submitted to the directorate on March 28, 2025, the officials chose not to begin fresh tender proceedings.
Instead, they proposed an extension of the current contract from Feb 19 to June 18, 2025, showing a clear inclination towards retaining the existing agency. The ULB department noted that this attempt to extend the present agency's contract indicates that the two officials demonstrated partiality towards the currently engaged contractor.
While the additional commissioner refused to comment on the matter, stating he was in Chandigarh, the chief sanitary inspector said the tender process had nothing to do with him. "It is the engineering wing that deals with the tendering process," he said.
The notice states that clear instructions were issued on April 7 to all state corporations to start appointing a new agency at least three months before the current contractor's expiration.
"This pattern of delay and preference towards extending the existing contract suggests a possible bias in favour of the currently engaged agency. It was observed that the delay in the tendering process may be attributed to the negligence and inaction of the concerned official, which constitutes a serious administrative lapse. You are hereby directed to submit your written explanation within 7 days from the date of issuance of this memo, as to why disciplinary action should not be taken against you," read the notice sent to the officials.
The MCM has also been operating without a dedicated agency for doorstep waste collection. TOI reported on April 12 that after operating without a dedicated firm for waste collection for almost two years, the civic body has begun implementing interim solutions to address residents' concerns. The corporation recently decided to engage multiple private contractors to handle waste collection and transportation across Manesar's seven zones, with each zone being assigned a specific waste management company for three months.
